Sorry, something went wrong. I just checked the source of v3. Those "share ratio" actions are taken into account only if a torrent has finished downloading. I am guessing you are not using v3. If you're using it comment here and I'll reopen.
Well if a torrent stay in downloading status for a long time the share ratio will become really high and that will make the torrent stop sharing as soon as it completes an will never be in a state of seeding. This will make the torrent dead! This is complicated, and my English is not great so I hope you take some time to read this as i have put a few hours in to writing it.
You have actually experienced the above with v3. The setting you took a screenshot of is active only for completed torrents. Incomplete torrents aren't affected by that setting. That is what i am saying, I don't think I should only care about if i get the file in the torrent but if the torrent stay available to others and not die after I am done downloading.
This is a big issue for torrents with low traffic.
